If a child commits a serious crime as a child, can anything be done to stop them re-offending later in life?
In Britain in 1993, two children were convicted of the murder of toddler James Bulger.
Jon Venables was one of them, and he’s back in the news after being taken into custody following a breach of the conditions of his release from prison in 2001.
So, is the justice system able to rehabilitate offenders who commit crimes as children?
And why do these crimes happen in the first place?
